As at February 2026
Ofcom had opened investigations into more than 90 online services and issued six fines as at February 2026.
More than 69 million age checks were completed in the UK in the second half of 2025, across a sample of 32 services operating there.
Exposure among UK children aged 8 to 17 to age assurance beyond self-declaration rose from 25 per cent in July 2025 to 43 per cent in January 2026.
Self-declaration will not pass. The standard is effectiveness, it is written down, and it is being tested against real services with real penalties. An operator here is not choosing whether to check age; it is choosing what its check does with the data afterwards.
